PMO Director for Rakuten Symphony Europe, responsible for establishing and leading the Program Management Office to deliver Europe's first fully cloud-native Open RAN mobile network for 1&1 in Germany. The mandate was to build the delivery organization, implement governance, and provide executive visibility across a highly complex, multi-vendor program.Outcomes
- PMO Establishment & Governance – Built the European PMO from the ground up, defining governance frameworks, reporting cadence, risk and dependency management, and executive decision forums across 10+ interdependent workstreams spanning software, infrastructure, security, operations, and regulatory compliance.
- Delivery Organization & Leadership – Recruited, onboarded, and led a delivery organization of 40+ staff (10 direct, 30 indirect), including the creation of a graduate and internship program to build sustainable delivery capability and succession.
- Data-Driven Delivery & Tooling – Designed and delivered an in-house PMO platform (“Symworld Project Manager”) to provide real-time visibility into schedule health, risks, and forward projections, enabling faster, data-driven decision-making from engineering teams through to C-suite.
- Complex Program Execution – Aligned agile software delivery with fixed regulatory and rollout milestones, enabling controlled execution of a first-of-its-kind national Open RAN deployment under intense public, regulatory, and commercial scrutiny.
- Operational Readiness & Scale – Established repeatable delivery patterns and performance management systems that created a scalable blueprint for future Rakuten Symphony network deployments in Europe
